How do you get a young women to dress appropriately?

It sounds like you have already done everything you can do and she isn't willing to listen. Now it is time for you to make a choice: continue going places with her & be ready for men's reactions, or simply tell her you won't be seen with her in public unless she dresses a little more conservatively.
