UK - My uncle is getting a gastric band fitted on the NHS.......?

Removing the excess skin will be part of the 'package' as it were. I have no issues with NHS money being spent on people being given the chance of a better life. People see being overweight as self infliction. Well what would you call being in a car accident as a result of reckless driving be? Would we begrudge a person treatment then? Or when rock climber falls and breaks their ankle? Are these not also a form of self infliction? Good luck to your uncle. The procedure will work and he will have a longer, healthier life because of it.
