Do you think that conjunction of planets occur only when they are within the same house of a horoscope?

There is a debate about out of sign conjunctions, but not different houses. As long as the orb is fitting, the conjunction stands. When the conjunction involves two houses, then usually it is 2 areas of intensity. Example venus conjunct mars, venus is in the 11 house, and mars in the 12. This would indicate that the person would have the desire to socialize (11th house venus), but usually could get 'peopled out', and would need to recharge their batteries(12th house mars). They could be competitive, but seldom show it(12th house mars), and would be very politically correct (11th house venus), in how they display their competitive side (blending 11 and 12th house). Now some astrologers stand to say when an aspect is out of sign especially with the superior planets, (outer planets), it is not an aspect. I however, have found that not always the case, it will however weaken the aspect.
