Beetles are devouring my basil plant! How can I get rid of them organically?

The plant is in a container on my patio. The beetles look similar to pictures of Japanese beetles that I've seen online. I've tried spraying the leaves with soapy water but they don't seem to mind it, they just keep munching big holes in the leaves. Would prefer not to use toxic chemicals.
